Before proceeding with the proposed floating solar installation, a baseline assessment will be undertaken to determine the Art Centerโs existing energy consumption and operational requirements. Balagosa is back at Central Philippine University for a second Balik Scientist engagement, running from August 4, 2026 to August 22, 2027, covering six staggered months.The engagement follows his first stint from April 14 to October 13, 2025, which laid the foundation for geotechnical research at CPU through laboratory activities, student participation, and institutional collaborations.Describing the second engagement as a transition from โbuilding capacity to making that capacity sustainable,โ Dr. Balagosa stressed that research capability requires more than equipment. โSustainable research requires people who are capable of using the equipment, students who are encouraged to ask new questions, faculty members who are willing to collaborate, and external partners who can provide expertise and opportunities,โ he said.A pre-implementation meeting was held on August 25, 2026, at the CPUGAD TBI Co-Working Space to coordinate research directions, capacity-building activities, laboratory development, mentoring, and collaborations.A major focus is giving students hands-on research experience. โThe first engagement allowed us to plant the seeds,โ Dr. Balagosa said. โThe second gives us the chance to make sure those seeds grow into something lastingโstronger laboratories, more capable young researchers, meaningful collaborations, and research that responds to problems here in Iloilo.โThe engagement also connects with the Iloilo City Government through a complementary engagement running from September 4, 2026 to August 3, 2027. Among the areas of interest is the exploration of landfill-derived materials for sustainable engineering applicationsโreflecting his vision of bringing research โfrom the laboratory to the community.โBy the end of the engagement, Dr. Balagosa hopes to see stronger laboratory capabilities, students and researchers with meaningful research experience, outputs progressing toward publication, continuing partnerships, and scientific evidence addressing local engineering and sustainability challenges.He also expressed that returning to CPU is personally meaningful because of the Universityโs Christ-centered community, which encourages him amid uncertainties and challenges.โOne thing I am particularly looking forward to is seeing the research move from the laboratory to the community,โ he said. โThe first engagement allowed us to build the foundation. Knowing the core values is one thing. Living them is another.A university-wide study of 333 CPU freshmen across 12 colleges found that while 56% are aware of the five core values โ Faith, Character, Justice, Stewardship, and Excellence โ and 97% are satisfied with how they are integrated into SEAL classes, awareness alone does not predict real change. Satisfaction does.87% of students say SEAL classes changed their lives. But the key driver? Satisfaction, not awareness. The numbers tell the story: awareness has no significant link to satisfaction or life change, but satisfaction strongly predicts real change.Change reaches inward first. Students reported the strongest shifts in mental (2.09) and social (2.00) domains, followed by academic (1.78) and physical (1.60). Health-related colleges showed the strongest results โ likely because their future professions demand these values daily.Students say group activities, reflection, and small-group sharing, not lectures, made the values real.The takeaway is clear: values are not caught by knowing them. The Innovate Iloilo, a public-private sector movement to strengthen Iloiloโs innovation ecosystem, convened to align their efforts and chart next steps to advance the Innovate Iloilo Roadmap toward its vision of making Iloilo a premier innovation ecosystem by 2030.Representatives from government, industry, academe, research and development (R&D) institutions, and the startup community participated in the meeting, bringing their respective expertise, networks, and resources to the shared innovation agenda. Central Philippine University (CPU) also participated in the gathering, contributing to the collaborative efforts of the academic sector in advancing Iloiloโs innovation ecosystem. For over two decades, enrollment at the CPU College of Theology has been quietly slipping. From a peak of 89 students in 2000โ2001 to just 44 by 2021โ2022, that is nearly half.Why? This study set out to find out.Through surveys with 50 participants and in-depth interviews with 20 students, alumni pastors, faculty, and non-completers, researchers uncovered a complex story. The call to ministry remains strong โ 90.9% of students entered in direct response to a divine call. But the pathways to answer that call are fragile.Financial support from families (20%), local churches (27%), Kasapulanans (11%), and the CPBC (24%) has not kept pace with students' needs. Recruitment is barely reaching potential students โ high school outreach (24%) and church visits (20%) rank among the lowest factors. And gaps in curriculum, atmosphere, and facilities quietly erode belonging and persistence.Enrollment decline is not just about numbers.
